I have received packages left on a ramp outside my porch door, subject to rain & snow. Can I ask the carrier to simply open the enclosed porch door, and simply put them on the floor inside the porch? No one sits there in winter.

I would suggest putting a note on the door. Depending upon how it shipped (Ground, Express, UPS, etc.), you very well could have multiple carriers stopping by with deliveries.
