Each side of the table is manned by a chef, and they can seat 8 comfortably per side. I would say no more than 16 people and the party would be separated by 2 chefs. Multiple tables would be required.
Definitely not at one table. As someone else said, each half of a grill sits about 8 people, and there are back-to-back grills making a square, so 16 people with two chefs is possible (there's also a side room with a more private, longer table, but still not enough for 20 people, and I'm not sure how you get that space).
You would probably take up to hibachi grills but yes
