Call customer service. The number is on your optimum bill or can be looked up easily. Ask for the service department. They should be able to help
Just call optimum. theyre usually quick to come out. It may be verizons wire as well, as the FD isnt usually the best at identifying wires, good luck having verizon come out.
Call Optimum. Tell they have been flagged by tge FD and they need to respond ASAP...

If it is Optimum's wire you have to call Optimum. Let them know it is a fire hazard marked by the fire department or they can take months to come on out.
