Is the office now actually open to the public?

Im guessing this office is still not open as it shows it is open because I called 200 Times and there is a Busy Signal or there just not Answering as Usual

We were at 7930 Eastern Ave twice no help given to the client for unemployment insurance we seen 3 works and a security guard and no clients this location was empty why is this office open
