I was involved in a fender bender a month ago, the other insurance company paid to fix my car. I've started having neck spasms which my doctor is attributing to whiplash from the wreck. Is it too late to open a new claim for physical pain?

While a month is a long time, you did indicate that your doctor attributes your injury and pain to the car accident. Therefore, one important piece of information to properly evaluate your claim would be how many days post accident were you examined? You may be able to have a viable claim, but it will depend on the extent of your injuries and your medical treatment. Another issue for you to consider is that after 30 days, the deadline to file for no fault benefits has expired and it is very likely that in all lno fault will not cover your medical treatment. Probably not. Waiting one month before alerting your insurance company that you were injured in the accident is certainly not a long time. Depends upon the insurance company.I would contact them immediately and alert them that you will seek treatment for your injuries from the accident, and submit to them an application for a no-fault benefits.
