Anyone can go to the pharmacy. Most other services you need a membership.
Depending on what services you want, a membership will not be needed. You can enter and purchase from the liquor side, the tire center, and possibly the food court. You can have a member purchase a Costco gift card for you. This will allow you entrance and the ability of buying anything in the store.
