Small claims court. Sounds like a Civil matter. Go to small claims and pay the filing fee to submit your property loss claim, include the filing fees in your total judgement you're claiming, and if your roommate doesn't respond, you'll get awarded your judgment by default, and he/she will be responsible for paying you back. I've heard that some judgements can even garnish your wages or suspend your drivers license if not paid. Otherwise, as long as you have receipts or proof of ownership for said property, you should be able to prove your case with the judge. Good luck.

You can get an order of protection and depending on the circumstances involving the property, you may be able to come criminal charges.
