You can only apply for Medicare if your 65 or older. Medicaid you will go to the Department of Social Services.
If you are approved for SSDI, Medicare comes with it (it can take 2 years though.) If SSDI is your only income, you will qualify for Medicaid. In DC you can apply for SSDI at the same office as you apply for Medicaid and foodstamps. If you are frequently hospitalized, your hospital case worker will apply for SSDI for you and be your advocate. Good luck.
