Just aslong as you KY CDL is not expired you can do a like for a like KY CDL to a TX CDL.

I haven’t a clue but it’s nearly impossible to get anyone on the phone at the DMV. Your best bet is to go in and talk to someone. They will be able to answer all your questions.
