At the food bank, our main responsibility is to help supply our local pantries and partner agencies with food to give to those who need it. While we do not make home deliveries, Charles was correct in saying that one of our partner pantries may. Tell your brother to go to https://tafb.org/find-food/ to find the pantry that is closest to him!
Call the Tarrant Area Foid Bank in Ft. Worth, Texas and they will be able to put you in contact with a food pantry that would be close or in the area where your brother live. Then call that Food Pantry and they will tell you if they has e delivery service or they might be able to arrange a delivery.
Not to my knowledge you can always call to see if there is a way for them to deliver I'm sure there are additional resources available
