There is loud music close by and my family and I can't sleep, the music is pretty loud and it sounds like they are singing. So my question is what time is the time for loud music to be stopped?

Never, police are supposed to ask loud sounds be turned down if able to be heard from the side walk in front of said loud property. Simple public disturbance resolution

For people without consideration for theirs neighbor, there is not time set or scheduled.
