Its going to be hard to get a meal for 2 people within 20 dollars. For a snack maybe you could pull it off by ordering a roll or some appetizers.

I'm not entirely sure if they have specials for two people but my husband and I always get the sushi jin specials. We usually get one roll each and they're pretty good in size to make both of us full. The rolls we get from the specials usually range from $8-$11.
They do have some cheap sushi rolls tho. Some are $7 or so
Under $20 total - maybe one roll per person.
