As an Outlet Store, does this particular Disney location sell trading pins (particularly ones from the parks and such, and not necessarily those available at non-outlet Disney Stores and/or online)?

When available they have them.

I have not personally seen any pins. I would assume they may show up occasionally as it is the OUTLET store not a retail store or park venue
