If a parent buys movie tickets for their teenage (16 year olds) why do the kids need to have government issued id's???

If the movie is rated above their age, a parent needs to chaperone. It's a standard restriction.

Safety issues. If your not there they could go to a rated R or N-17 (not that I'm saying they would) but your not there.
