It really depends on what breed of dogs you have. I have a husky and they often would rather have puppy food. We had this trouble with him in the beginning so we used to mix some leftover meat in with the dry food.
Pedigree is one of the worst quality vs quantity brands. Look at the first 5 ingredients in the dogs food to find the best selection. Grains like wheat and corn and meat by products are the worst for a dog like they are for humans. Anything that can offer a majority of better quality foods than that is better. My favorites are canidae, solid gold, petsmart's simply nourish, welness, merricks, tiki dog, fromm's etc. Are all great options of varying prices.
Put water in his kibble
I have Lab/Boxer mix. I still give them Pedigree puppy dry food, but what I've done differently is to warm can wet food in microwave and mix it with dry food. They loved it.
