Yes, it is open to the public. You must have reservations. It was a membership only, but Thousand Trails has opened up many of there parks to the public. The number of sites are limited.

You have to be member of CRA, coast to coast, rpi or one affiliated. You can come in with members, but it depends. On members contract. Its so easy to cra / colorado river adventures
