Joe is correct. But I know they usually have a vacancy every now and again where new shops come in. But it's definitely not lile a flea market where you can just pop in each weekend at random stalls.
There are tenants that rent space there. They are stores that occupy the spaces. I don't believe you can just set up for a weekend or anything like that.
