They have used tires for sale of that's what you're looking for. I had to buy a used tire since it was an emergency and the next day my new one came in. I am not sure if they sell used rims.
They charge "to recycle" used tires and will not buy them regardless of being in better condition. Whether they resell them or actually recycle them is mostly up to chance. Not sure about rims.
