You may want to call directly and ask. I'm not sure about the waterpark access but the child should be able to ride go-carts with an adult as long as the child is the acceptable height for safety purposes.
Yes the funplex is wheelchair accessible and yes a disabled child can go on gocarts no problem

Hello, The Splashplex waterpark is wheelchair accessible. There is a wheelchair lift for the lazy river or the Splashin' Speedway side you can utilize the entire bottom portion. We do also have double go-karts to utilize indoors.
