No. You cannot get a card without an ID. You must have a picture ID or Driver's License from any state, that is NOT expired. In order to get a library card, (if your ID is from another city/state (other than Decatur, IL) you must bring with you at least two pieces of mail, postmarked within the last 30 days. Power bill, cable bill, rent receipt, etc. will do. No junk mail.
