Call the animal control and report this to them immediately!! They'll come and rescue them. You can report it anonymously so you don't have to deal with no flack from your neighbor

Take them to Richmond Humane society in Rockingham they where good when I seen dogs being mistreated I call them & tell them fr them to go get them n thts sad I dislike people who mistreat animals how would they like it if they were dog & they got treated like tht
