I was there 2 Saturdays in a row. 1st time got there at 6am and that wasn't near early enough to get into the full service line. There were people there as early as 2am. 2nd Saturday got there 430a and I was literally the last person of the day to get in. So yes you can renew but get there early. Also they have a little publicized thing called customer service appointments which you can get on any day of the week showing up in person. There's no guarantee they'll have availability but if someone doesn't showup for their appointment you can get in. It's unfortunate they don't tell the public about it but I guess it would defeat the purpose.
Yes . There only doing appointments. Called my number real quick within 10min of getting there .
