There is no such thing as non operational in Nevada. If your not going to operate the vehicle park it and surrender the plates. You will need to do a new registration once you are ready to reoperate the vehicle.
I had a non operational car here in Vegas. Yes, you can register it, but it takes patience. The DMV is open but only through appointments, and it takes 3 months or longer to get one. Just be as ready as possible and they will take care of you. Don't forget to bring your mask.
