It's about absolutely being able to Control your pet, a 10year old will not pay attention till the pet runs away with leash ,without a 10 year humankind behind it
I think a lot of dogs there are large and maybe don't want to chance losing the dog
It is because of insurance rules and lawsuits.
Probably something to do with liability.
