Went through one of the lines, and the man that was at register, took two shirts, one that said 'team Jesus' balled them up, and threw them in the bag. Should i report him, or let it go?

That's really up to you...usually walmart knows when someone is stealing.

They do not know someone is stealing. Saw a woman go through self checkout and steal $300 worth of items

Honestly, let Karma get him. If he did that at self check out, the cameras should catch him anyway.
