The website specifically says "closed on Thanksgiving, Christmas & New Year's Day". So, i think it is definitely open. Still ... You might call first. I would, but I'd be very surprised if they're closed.
Since it's part of the NPS system (federal) there is a good chance they will be closed. Would definitely call.
I would attempt to call for an accurate response.
