I know there’s a leash law for dogs. Is there a law against allowing your cat to roam free all over the neighborhood wreaking havoc on neighbors? A neighbor on the block behind me has a cat that is defeating in my newly placed pine straw around shrub

I just talked to animal control and cats are under same law as dogs until July 1

Pretty sure there is no laws against cats running around never seen one chained or in a fence that could contain it..lol
