It's perfectly fine to get another person a pet as a gift HOWEVER the person receiving the animal should always be aware that they will be a new owner ahead of time so they can prepare for the responsibilities that come with being a pet owner such as purchasing supplies, pet insurance, and insuring that their home is safe for a new animal by pet proofing the house. Pets should never be a surprise because that's what leads to people being unprepared for the actual long term costs of an animal and ultimately the pet being returned to the shelter.
