The public service commission did not accept the Dominion plan that included the average $1,000 rebates. It instead approved a plan with a greater reduction in rates.
Far as I know, by what the news is saying there will not be a refund plan anymore, supposedly a rebate for next couple of years. There was a rebate that was supposed to be applied to your bill a few months ago, my wife and I never saw it applied to our bill so we called and they reduced our current bill at the time. It all seems to be pretty shady to me.
