If you are talking about paddle boards, yes its a great place to do this. Even when its windy, you can go to leeward side of the island and be in calm water. If you're talking about longboard skateboarding, it's also a great place to go. Roads are paved and there are planty of hills for downhill racing.
I thought a longboard was a type of skateboard, in which case you can, but the topography and road layout aren't super conducive for it.
