Whaf if someone has 16 dachshund s in a 4by 8 wood box .n they never get go outside? And have no shots? What can be done?

Well they never see grass and are a wild with no shots. All 16 piled in a wood box ..poop n pee all over Sooooo seems like abuse to me,,Why have them if treat them this way!! This person doesn't even see the wrong it ..that's Scary!!
