I am curious why Animal Control would not contact the police to get a warrant when called out for two dogs yesterday that had been in the hot sun, tethered with no access to water for two days? What if the dogs had died of this cruelty?

In an instance such as barking, much like in this situation an officer was dispatched. If the dog is in a gated yard we can't put eyes in it. Barking we will issue a warning or ticket if we witness it. We need permission to enter property. Also we can't open a cruelty investigation off of neighbor complaint. A detective would have to follow up which they did. We don't have emergency detectives readily available unfortunately.

I have a similar situation with my next door neighbor. What if I let animal control into MY backyard so they can clearly see the circumstances the in which the dog lives?

I don't understand Animal Control's answer to this. Our dogs were reported for barking, and animal control came right out. The workmen that were at our house causing the barking were still there! I don't get why if an animal is endangered by not having water, they can't come out to verify the circumstances, and contact the proper authorities right away, or open the cruelty case on the spot. Did the neighbors ultimately give these poor dogs water?
