I would suggest contacting Jazzy Paws Spay Neuter Clinic in Jonesboro (assuming you are local). I am not certain about what you consider a "neighborhood cat", but if you are referring to free roaming outside cats, I wouldn't recommend a collar for 2 reasons...the collar can get caught on objects that could cause the cat to become trapped or unable to move freely, and second, without routine observation and supervision, the collar could become too tight on the cat and again, cause grave injury. You are better off to have the cat sterilized and vaccinated, but forget about the collar.....it simply presents too much risk to the cat's safety.
I am not certain. But, I think they only do if they are taken in then put out for adoption. They have to get the funds back after. I know they adopt them out with rabies shots and being fixed. If you need to get a car fixed I would go to lifeline. They even have a sliding fee scale based on income. Hope this helps. 😄
