McDonald's begins serving lunch at 10:30 Monday through Friday while on weekends the lunch menu begins at 11. Some franchise owners make that decision while corporate stores typically go by the 10:30 standard. The set time for lunch during the week allows the employees to go by a regulated schedule to minimize waste costs from having a 24-7 menu- such as prepping a batch of product that doesn't sell and is discarded once it's freshness timer is expired. Like in any resteraunt keeping the menu compact helps with service times, cost of produce, and waste costs. I hope this helps explain an otherwise enigmatic practice.
I am sure the manager makes that decision, not corporate. Most folks I know don't eat lunch until after 11am.
Most likely they have had alot of guests requesting lunch between 1030 and 11 that its beneficial for that location to bring in more sales at that time by serving lunch instead of just breakfast menu
