I turned in licence plates during covid rather than pay insurance for minimal use. I would now like to recommission car. It needs plates, insurance, inspection. In what order do I have to do these things? Can it be done over phone?

1. Insurance 2. Inspection 3. Plates. The insurance can be done on the phone or online. The inspection has to be in person. Since you turned the plates in, you probably need to go in person, but you can renew them online.
