Yes they are Kely...but leash laws are in effect...I I just came back from my hike with my pups without leashes..most people are good as long as your doggie is friendly...also it's the LEASH LAW VOLUNTEER POLICE that are the problem..not the animal control officer..these people just do not own dogs and mostly dont like dogs...bring but spray..may flies are still looking for blood..hope you have fun;)
