Board on the lower level
There's a bike area on every ferry. You have to the bike and any backpack screened before boarding. On SI it's below the terminal. In Manhattan the area is at ground level
I saw a group of people who had very heavy duty scooters (with engine). If that’s permitted, bikes have to be too.
