If it is a small party you don't need to ask anybody but you are having big one then ask park dept..then they will provide you a specific shelter area

Im having a birthday party there in a few weeks actually - i was able to find the permit application online by searching bergen county parks picnic permit. You let them know a few options for possible dates/parks/areas you want and mail in the application with a check for the permit and security deposit. they mail you the permit after a few weeks. A nice spot for a children's party is pavilion C by the playground. Permits are required for groups of 10 or more people.
U dont need a permit just get there early to get the best seats tables n grills
