No they go by CT license plate.

Usually they go by the license plate but still you can show your CT driver's license and ask for free parking as a CT resident

Fee is usually charged per car load and not per person or persons who are riding in the car. CT drivers are mandated to pay a fee to maintain the state parks charged through vehicle registration. So its based upon where the car is registered.
