Yes to the upper level

There is a wheel chair entrance to the lower level of the restaurant at the rear of the building. I don't believe there is one to the upper level.

Don't remember for sure but I believe so. There is upstairs dining but there is also dining inside on the lower pub level where we ate. Comfortable and good pub grub.
