The Park is dog friendly but dogs were not allowed on the beaches within the Park when we stayed there this past August and October (2020). I had no problem walking our leashed dog all over the campground areas though.
Most of the areas around the lake are as long as they are on a leash. I do know the beach at the state park is extremely crowded so they may have different rules. I have seen many dogs in and out of the harbor on boats however
