You can just come and play... but i think you might be able to reserve it to guarantee you get the field.
First come first served, unless there is a sanctioned game going on
There are leagues that have permits for fields on the weekends beginning early morning and through part of the afternoon. It may not be all fields though

As others have said, if the field is empty, it's yours unless someone has officially reserved it. I've been taking my kids, my students and groups of friends to play ball for over twenty-five years and I've always been able to play in one of the fields without an issue. When I played in a league we always reserved a field but there are many fields from which to choose so reserving isn't necessary. That said, if not guaranteeing a field will be a problem, it's easy enough to reserve one so you might want to do that to make sure your game is on without a problem.
If the field is empty its yours.
