Yes, they are passed out as you are seated. This is the Playbill Show Program I am speaking of.
I think the theatres know that if they did this, many would be on Ebay within hours. Unfortunate but true.
If you're going to the show you get given a Playbill, but to my knowledge that's the only way of getting one.
I don't think so as they give them out inside the theatre just before you are seated
