Can this place be a venue for a college graduation?

I'm sure graduation ceremony can be held here but that is not really my concern. It's raining today and the stadium has no roof covering. How can you possibly do it in this kind of situation?

its a stadium that holds upwards of 200.000 or more seats i dont think it's a place for a graduation
