Your Wedding would be a Huge Blast. The surroundings, The VastMixture of People and the different aspects of their individual cultures intermingling with you & your guest, if you open to indulging the public. I do suggest that you contact NYC Parks Dept. To get specifics as far as # of people allowed in attendance, preventive methods, music, food; Etc. Better safe then sorry on such a Day. Yeah it would be beautiful by the Arch and hopefully the water fountain would be on .but to be safe I should call or go ask the park department there to be sure ..
