No they buy based on their inventory and obviously the condition of the item. I would assume they also buy based on what their shopper's are interested in as a rule.

No record store I've ever known buys all CDs. If they're in poor condition, if they already have multiple copies, or if there's no demand, then they won't but them. If they can sell them, they will usually buy them. If not, they won't.
