They going to restart the elevators in 2018. Right now renovations going on. And yes ,you need tickets to go upstair. It will be the best view you can get. And an awsome experinece.

Yes and it is very cool, the elevator stops on the way up and opaque walls automatically become clear so you can see the stones from different states and their symbols. Very interesting ride.
