They are the flags that encircle the monument. The monument currently is also surrounded by a fence because of the repair work being performed.

As stated before, flags encircle the monument. Additionally, sidewalks provide a circular path to the base.

I'm not sure because i have never seen it from this angle but i do recall flags in a circular formation around the monument. I hope this helps. Or it could also just be the walkways to the monument.
