No, its closed for renovations
There is a lot of construction around it on 3-30-19.
It has been closed since 2016 I read it yesterday when I was there. The elevator was apparently unreliable and they are rebuilding stuff.
I was there yesterday, 3-30-19 and the monument was fenced off. It looks like a new entrance is being constructed.
