Up to you, the park and picnic area is accessible. The trail is pretty bumpy with plenty of muddy spots and some narrow wood deck spots. Also some of the wood deck spots are a bit of a step up.

Yes it's not the best idea to get all around the trail with wheelchair. Just some areas with wooden spot but not all areas are great shape. Muddy and bumpy

Parking lots are. It's impossible to navigate the trail on a wheelchair.

Bringing a wheelchair on the path would be doable, but I'm not sure it's the best idea. The trail is a skinny dirt path featuring lots of wooden plank bridges, almost all of the plank bridges are a big step up from the ground. I would recommend a park trail that is paved.
